What Is Labor Relations?
CHR Labor Relations is dedicated to promoting effective, fair and professional relationships between the university and its employees. We collaborate with UCLA leadership and Human Resources personnel throughout the campus to address complex labor issues while supporting departmental operational needs.

Accretions
Provides guidance on the process of adding positions to an existing bargaining unit, including bargaining unit determinations, employee designation reviews, and compliance with applicable labor laws and collective bargaining agreements.

Provides the latest information on negotiations, bargaining milestones, tentative agreements, contract implementation, and other developments affecting UCLA's collective bargaining units.

Provides a directory of union representatives by bargaining unit to facilitate communication and labor relations coordination.
Collective Bargaining Agreements
This is a list of all current or most recent union contracts.
Contracting Out
Provides guidance on outsourcing services, ensuring compliance with University policy, collective bargaining agreements, and applicable notice and bargaining obligations. Under Article 5 of the AFSCME collective bargaining agreement and Regents Policy 5402, the University generally may not outsource work that is customarily performed by AFSCME-represented employees except under the limited circumstances outlined in the agreement.
Complaints & Grievances
Administers and manages grievances, unfair practice charges, and PPSM complaints in accordance with applicable collective bargaining agreements, University policy, and legal requirements.
Employee & Labor Relations Training
Develops and delivers training and educational resources to help managers and supervisors understand labor relations responsibilities, contractual obligations, and best practices.
